Meeting of the State Security Council of Turkmenistan

Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council to consider the results of the work of military and law enforcement agencies for January-May of the current year. The agenda also includes issues of ensuring security and peace in our independent Homeland, strengthening the material and technical base of security forces, and further improving their activities.

The first speaker was the Secretary of the State Security Council, Minister of Defense B.Gundogdyev, who reported on the work done by subordinate structures during the period under review and the practical steps taken to successfully implement the priority tasks identified by the military reform, including strengthening the defensive power of the National Army.

In addition, a report was made on the progress of the spring conscription campaign, preparations for the military parade dedicated to the glorious 33rd anniversary of the sacred independence of the Homeland, as well as on the results of past military field exercises.

After hearing the report, the Supreme Commander-in-Chief of the country’s Armed Forces emphasized that in accordance with the Military Doctrine, which is purely defensive in nature, one of the priority tasks is strengthening the material and technical base of military and law enforcement agencies. Technical re-equipment of law enforcement agencies requires special training of military personnel, the head of state continued, ordering to update the training process in specialized educational institutions through the use of innovative methods in this area.

Expressing satisfaction with the results of the recently held military field exercises, which demonstrated the perfection of the Armed Forces, President Serdar Berdimuhamedov noted the importance of conducting them in the future in accordance with plans and at a high level. An instruction was also given related to increasing the combat training of the Armed Forces.

Separate orders related to the transfer to the reserve from the Armed Forces in accordance with the established procedure and the next conscription of the country’s citizens for military service. Along with this, the Secretary of the State Security Council and the Minister of Defense were instructed to ensure the proper organization of the military parade in honor of the next anniversary of the Homeland’s independence.

Prosecutor General B.Muhamedov reported on the results of the activities carried out since the beginning of the year, the implementation of comprehensive measures to supervise strict and proper compliance with the rule of law in all areas. There was also a report on inspections of compliance with the provisions of regulatory legal acts carried out on behalf of the head of Turkmenistan.

After hearing the report, President Serdar Berdimuhamedov emphasized the significant role of the prosecutor’s office as the most important state law enforcement agency and ensuring the rule of law. In this regard, it was noted that department employees must take a responsible approach to fulfilling the powers assigned to them.

Minister of Internal Affairs M.Hydyrov, who then spoke, reported on the results of the work done by the reporting structures over the five months of this year. In particular, about the practical steps taken to maintain public order, prevent crime, ensure universal compliance with fire safety rules, organize the activities of the Road Supervision Service in accordance with the realities of the time, and resolve issues of a social nature.

Summarizing the report, the head of Turkmenistan focused on the need to further improve the work of the department’s structural divisions. At the same time, the importance of the active implementation of modern technical means and systems for ensuring road safety and improving the skills of employees was stated.

In connection with the onset of the summer season and rising air temperatures, President Serdar Berdimuhamedov assigned the minister to keep compliance with the fire safety regime under strict control.

The Supreme Commander-in-Chief of the country’s Armed Forces reprimanded Minister of Internal Affairs M.Hydyrov for improper performance of official duties and shortcomings in his work.

Next, the Chairman of the Supreme Court B.Hojamgulyev reported on the progress of implementation of instructions previously given by the President of Turkmenistan, as well as on the work done during the indicated period to modernize the judicial system. Along with this, a report was made on the measures taken to apply advanced methods in this area, as well as on the conditions created for the fruitful service and life of employees.

Summarizing the report, head of state Serdar Berdimuhamedov noted that in order to successfully solve the current problems it is necessary to actively use innovative technologies and improve legal proceedings.

Continuing the meeting, the Decree “On the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of qualification classes to them” was signed.

Minister of National Security N.Atagaraev, who then spoke, reported on the activities carried out during the period under review, as well as on practical steps taken to introduce a digital system and improve the professionalism of employees.

After listening to the report, President Serdar Berdimuhamedov emphasized the important role of the MNS in ensuring internal socio-political stability and ordered proper work in this direction.

Head of the State Border Service Ya.Nuryev reported on the results of the activities of the reporting units for January-May of the current year, the comprehensive measures implemented to modernize border posts, as well as the conditions created for effective service and life of personnel.

Summarizing the report, the Supreme Commander-in-Chief of the country’s Armed Forces emphasized that increasing the level of combat and physical training of military personnel today is one of the main requirements in maintaining the inviolability of the sacred borders of the Homeland – the borders of friendship and brotherhood. In order to ensure reliable protection of the State Border, President Serdar Berdimuhamedov commissioned the head of the Service to keep under strict control the implementation in full and in a timely manner of the planned tasks for the systematic improvement of the Border Troops, updating their material and technical base.

During the meeting, the head of Turkmenistan severely reprimanded the head of the State Border Service of Turkmenistan, commander of the Border Troops, Y.Nuryev, for improper performance of official duties and shortcomings in his work.

Next, Minister of Adalat M. Taganov reported on the comprehensive steps taken during the period under review to improve the legislative framework, increase legal awareness of citizens, and render them legal assistance.

Summarizing the report, President Serdar Berdimuhamedov focused on current aspects of legal reform. As emphasized, it is necessary to carry out an ongoing analysis of regulatory documents and bring national legislation into line with the realities of the time.

The Supreme Commander-in-Chief of the country’s Armed Forces instructed the head of the Ministry to continue developing, in accordance with the requirements of international law, legislative acts aimed at ensuring the further socio-economic development of the country.

Then the Chairman of the State Customs Service M.Hudaykulyev reported on the results of the activities of the entrusted structure for five months of the current year, practical steps taken to use the capabilities of the digital system in order to more clearly monitor the flow of cargo passing through the border of Turkmenistan, including transit.

After listening to the report, President Serdar Berdimuhamedov emphasized that currently, in the context of increasing the importance of transport and transit corridors of the Homeland; large-scale work is underway to increase the export potential of our state. It is necessary to strengthen measures aimed at ensuring proper customs control and preventing violations of relevant rules, the head of Turkmenistan noted, addressing specific assignments to the head of the Service.

Next, Chairman of the State Migration Service A.Sazakov reported on the work done since the beginning of the year, practical steps taken to modernize the material and technical base of subordinate structures, and strengthen personnel.

Noting that ensuring human rights and freedoms, compliance with national and international law, harmonization of the interests of the individual, society and the state are among the main principles of Turkmenistan’s migration policy, President Serdar Berdimuhamedov addressed the head of the Service a number of instructions.

Summing up the meeting, the head of state said that in accordance with the defensive Military doctrine of Turkmenistan, measures are being taken to ensure a high level of security and integrity of the independent neutral Homeland. Priority attention is paid to strengthening the defense capability of the Homeland, improving the social and living conditions of the defenders of the Homeland and members of their families, the Supreme Commander-in-Chief of the Armed Forces of the country continued, noting that work in this direction will continue.

At the meeting of the State Security Council, a number of other issues were also considered, and appropriate decisions were adopted.

At the end of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished the participants sound health and great success in responsible service for the sake of the peaceful and happy life of the people.
