Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, general Serdar Berdimuhamedov held the regular meeting of the State Security Council.

Its agenda included results of the work carried out by military and law enforcement bodies for the January-November period of the current year, the issues connected with security and tranquillity in our independent neutral fatherland and further strengthening of material and technical basis of security bodies and improvement of their activity.

Secretary of the State Security Council, Minister of Defence B.Gundogdyev who reported on the state of affairs in the military units and practical measures undertaken for eleven months for increase of defensibility of the country and strengthening of the power of the Armed Forces of the country was the first to take the floor. He also informed on the course of the autumn conscription campaign.

Having heard the report, the head of the state focused attention on importance to adhere strictly to key goals of the military doctrine of our fatherland, which bear fully defensive character and is committed to the policy of neutrality, friendship and good neighbourhood.

Modernisation of the technical and material basis of the armed forces, increase of level of professional skill, theoretical, political and physical preparation of staff - the basic requirements of time, the President of Turkmenistan noted, having given the Secretary of the State Security Council, Minister of Defence a number of corresponding instructions. In addition to it, he was instructed to keep control over the issues connected with realisation of the Program of development of the Armed Forces of Turkmenistan for 2022-2028, organization of transfer to the reserve military personnel, who undergo military service conscripts at due level and the next draft of citizens of Turkmenistan to the military service.

Attorney General S.Malikgulyev reported on results of the activity carried out for the given period and fulfilment of instructions, given earlier by the Supreme Commander-in-Chief of the Armed Forces of the country on introduction of advanced methods of public prosecutor's supervision and modern technologies in practice.

Having heard the report, President Serdar Berdimuhamedov pointed out that the strengthening of law and order in our independent neutral fatherland acts as one of the basic functions of the given department. In this connection, it is necessary to take henceforth complex measures for increase of overall work of the Office of Attorney General, creation of appropriate conditions for operative fulfilment of supervisory tasks, the Supreme Commander-in-Chief of the Armed Forces of the country underlined, having given the head of the State Office of Attorney General a number of concrete instructions.

Then, Minister of Internal Affairs M.Khydyrov reported on the work carried out by subordinated structural divisions for the January-November period of 2023, including practical steps implemented to prevent offences, maintenance of safety rules on roads as well as fire-prevention actions.

Summing up the report, the head of Turkmenistan underlined that an important goal is set before employees of the given department - maintenance of favourable social climate, strict control over observance of law and order. Increase of level of skill and capacities necessary for successful fulfilment of powers, assigned to the given structure, should have an organised and purposeful character, President Serdar Berdimuhamedov marked, having given the head of the Ministry of Internal Affairs a number of concrete instructions.

The increase in number of vehicles in recent years influences growth of intensity of transport flows, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan added and instructed him to hold in the centre of constant attention organisation of harmonious traffic and maintenance of its safety. Besides it, he was entrusted to take corresponding measures for observance of rules of fire-prevention everywhere.

Chairman of the Supreme Court B.Khojamgulyev reported on the work carried out for eleven months of the current year for perfection of the national system of legal proceedings. Implementation of goals set out in the Program of development of the judicial system of Turkmenistan for 2022-2028 became a separate topic of the report. In particular, the information on realised practical steps to increase professionalism of employees and modernisation of the technical and material basis of subordinated structures, including construction of modern office buildings for courts in regions was also delivered.

Summing up the report, President Serdar Berdimuhamedov underlined that a significant role is attached to the given body as an effective mechanism of state protection, which includes all spheres of legal regulation. In this regard, the activity of judicial institutions, first of all, should be focused on maintenance of law, justice and order, elimination of causes and conditions, which have led to offence, the head of Turkmenistan noted. The head of the Supreme Court was entrusted to organise courses of improvement of qualification of judges on a regular basis as well as to hold control over issues connected with creation of appropriate conditions for fruitful service of employees.

Then, Minister of National Security N.Atagarayev reported on complex measures taken since the beginning of the year to maintain stability and tranquillity in the country as well as on the course of realisation of the Program of development of the given department.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan emphasised priority areas of MNS. It is necessary to pay prime attention to introduction of advanced experience and modern technologies in the process of work, President Serdar Berdimuhamedov underlined, having given the minister a number of concrete instructions.

Head of the State Border Service Ya.Nuryev reported on results of work of accountable structures for the January-November period of 2023 and fulfilment of the instructions given earlier by the head of the state concerning creation of favourable conditions for service and life of the staff, maintenance of frontier units with modern technics and equipment.

Summing up the report, the Supreme Commander-in-Chief of the Armed Forces of the country pointed out that a responsible and significant mission in development friendly and constructive relations of independent neutral Turkmenistan, which adheres to principles of peaceful disposition and humanism, with many states is assigned to frontier troops. In this connection, President Serdar Berdimuhamedov instructed the head of the Service to hold under strict control issues of maintenance of tranquillity on sacred boundaries of our fatherland.

Then, Minister of Adalat M.Taganov reported on results of the work carried out for eleven months of the current year as well as measures taken for further modernisation of the sphere of justice at the expense of active application of digital system in the activity of the given structure.

Summing up the report, the head of Turkmenistan focused attention on importance of constant analysis of adopted regulatory legal acts and maintenance of their conformity to provisions of national legislation by employees of the ministry. Having pointed out to necessity to provide population with professional legal aid, including explanation of laws in force and recently adopted ones, President Serdar Berdimuhamedov gave the minister corresponding instructions.

Head of the State Customs Service M.Khudaykuliyev reported on the work carried out for the January-November period as well as on concrete steps taken for appropriate examination of cargoes crossing the border and modernisation of the technical and material basis of the department. The report concerning fulfilment of the Program of development of the given body for 2022-2028 was also delivered.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country underlined that increase in volumes of the goods arriving in Turkmenistan and transit goods traffics is stipulated by the large-scale economic reforms developed in our state. In the light of modern realities responsibility of workers of the department also increases, President Serdar Berdimuhamedov added and instructed him to hold under a strict control process of perfection of activity of customs points.

Further, Chairman of the State Migration Service A.Sazakov reported on the work carried out for eleven months, fulfilment of instructions of the head of Turkmenistan concerning introduction of digital system and modern technologies in the subordinate unis.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that a co-ordinated activity of the given body promotes development of trade, economic, cultural and humanitarian relations with foreign partners and as a whole the strengthening of authority of our fatherland on the world arena. Having underlined necessity of adoption of measures to increase professionalism of employees, President Serdar Berdimuhamedov gave the head of the Service concrete instructions.

Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country pointed out that independent Turkmenistan, being attached to the legal status of permanent neutrality, supports friendly, good-neighbourhood relations with the states and nations of the world.

The military doctrine of our fatherland, which bears a fully defensive character, is based on these principles, President Serdar Berdimuhamedov underlined and made an emphasis that our country will further implement measures for modernisation of structure and activity of military and law enforcement bodies, strengthening of defensibility of our native country and improvement of conditions of service and life of military men and members of their families.

At the meeting of the State Security Council a number of other issues, on which relevant decisions were made, were also considered.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General Serdar Berdimuhamedov wished its participants sound health, well-being and great successes in their responsible service for peace and happy life of our people.
