Speaking for strengthening a fruitful equal partnership, Turkmenistan is building an interstate dialogue taking into account the interests of all parties, based on goodwill, dialogue of cultures and civilizations, exchange of best experience and positive ideas, emphasizes President Serdar Berdimuhamedov. Fully consistent with the purposes and Charter of the UN, these principles contribute to the establishment of strong bridges of friendship, mutual understanding and trust.
As an associated member of the Commonwealth of Independent States, neutral Turkmenistan demonstrates its commitment to open and equal dialogue within the CIS, which meets the priorities of the foreign policy of the Fatherland, initiated by Hero-Arkadag and now successfully implemented under the leadership of President Serdar Berdimuhamedov.
On the 13th of October, the President of Turkmenistan made a working visit to the Kyrgyz Republic to participate in the next meeting of the Council of Heads of State of the Commonwealth of Independent States.
A meeting between President Serdar Berdimuhamedov and President Sadyr Japarov took place at the «Ala-Archa» state residence.
The parties exchanged views on the prospects for bilateral partnership, the priority areas of which included the oil and gas industry, energy, transport, agriculture, etc.
President Sadyr Japarov thanked President Serdar Berdimuhamedov for supporting cooperation in the field of electricity, emphasizing that the agreements reached in this area are being successfully implemented.
The effective nature of interaction between Turkmenistan and Kyrgyzstan in a multilateral format, through international structures, was also noted. In this regard, the agenda of the current CIS Summit became the subject of interesting discussion.
Speaking at the Summit, President Serdar Berdimuhamedov expressed confidence that the interaction of states in the Commonwealth format is an important factor in ensuring conditions for the successful promotion of cooperation on current topics.
As the head of state emphasized, Turkmenistan, taking into account the realities and trends of world development, proposes to begin discussing the possibilities of developing a Global Security Strategy under the auspices of the UN. This initiative was announced during the 78th session of the General Assembly.
Specifying the three important directions of this Strategy, the first of them was President Serdar Berdimuhamedov, who outlined the principles of preventive diplomacy as a tool for preventing and neutralizing conflicts and threats, and eradicating the causes that give rise to them.
The second key component of the Strategy is the use of the potential of positive neutrality as a political and legal category, which serves as the most important factor in the peaceful resolution of disputes and contradictions through the use of the entire arsenal of diplomatic means and methods.
And the third, no less important factor is the restoration of a culture of confidential dialogue as a guarantee of ensuring peace.
– We consider the development of the Strategy as an important step towards strengthening the atmosphere of mutual understanding and cooperation, including within the Commonwealth, as well as for resolving pressing issues of a political, economic, environmental, environmental, and humanitarian nature, in order to achieve the Sustainable Development Goals in general, – noted the head of Turkmenistan.
President Serdar Berdimuhamedov also focused on activities to further strengthen multilateral partnership within the framework of the Group of Friends of Neutrality, created on the initiative of the Turkmen side within the UN.
As noted, Turkmenistan proposed holding the next high-level meeting of the Group in Ashgabat in December this year, followed by the organization of an international conference in 2024, and hopes for active interaction between the CIS member states within the framework of the above-mentioned initiative.
Expressing confidence that the interests of our countries will coincide when discussing the possibility of establishing an Institute of Neutrality and Security, designed to become an effective platform for analytical research on neutrality and related issues, the head of Turkmenistan confirmed his readiness to provide all the necessary infrastructure and conditions for this in Ashgabat.
President Serdar Berdimuhamedov outlined Turkmenistan’s proposals to create a Conference/Dialogue on Security in Central Asia under the auspices of the UN as relevant for the format of cooperation within the Commonwealth. The goal of the Meeting is to develop approaches and solutions aimed at bringing together and synchronizing the efforts of the countries of Central Asia and other interested states, international organizations, financial and economic institutions in ensuring sustainable, conflict-free development of the region.
Speaking about this, Head of State Serdar Berdimuhamedov invited the Commonwealth countries to take part in the first meeting of the Conference in Ashgabat next year.
The President of Turkmenistan also spoke about the need to consolidate further efforts to counter such serious challenges of the modern world as the threat of terrorism, drug trafficking, human trafficking, penetration of radical and extremist elements into the CIS space, on issues related to cyber threats and other challenges.
«By putting forward proposals to find ways to resolve current issues, we proceed from the understanding that our initiatives are aimed at maintaining strong and long-term peace and security within the Commonwealth, and also serve as a significant contribution to promoting diplomacy of peace and harmony throughout the planet», –the President Serdar Berdimuhamedov emphasized.
As part of the exchange of views that took place during the Summit, the results of the Commonwealth’s activities for the current year were analyzed, priority tasks and plans for the coming period were specified, current aspects of regional and international issues were discussed, and a number of organizational and other relevant issues were considered.
As a result of the Summit, a number of documents were adopted.
On the eve of the summit, on the 12th of October, the delegation of Turkmenistan took part in a meeting of the Council of Foreign Ministers of the CIS countries held in Bishkek.
Turning to the chronology of the events of the past week, we note that on the 9th of October, President Serdar Berdimuhamedov held a working meeting on the digital system, at which issues of development of the agricultural complex, as well as the progress of work in the regions of the country, were discussed.
The main attention was paid to sowing wheat within the established agrotechnical timeframes, ensuring the coordinated work of all structures involved in harvesting cotton, as well as rice, sugar beets and other crops.
Having signed the Resolution «On the construction of buildings and structures in the city of Arkadag», the head of state stated that the successful implementation of the measures provided for in this document will contribute to the creation of new jobs, will increase the contribution of members of the Union of Industrialists and Entrepreneurs to the ongoing transformations in the country, and will also give a powerful impetus to further improve the social and living conditions of citizens.
Last week, the President of Turkmenistan signed an Order on the free transfer of humanitarian aid to the Afghan side in connection with the earthquake that occurred on the 7th of October, 2023 in Herat province and an Order on holding the International Competition «Ýylyň türkmen edermen alabaýy» on the 29th of October of this year on the occasion of the Turkmen Alabay Holiday in the city of Ashgabat, as well as competitions for the artistic representation of the image of the Turkmen Alabays in works of fine and decorative art, publishing products, photographs, and television channels.
On the 9th of October, President Serdar Berdimuhamedov received the Minister of Foreign Affairs of the Republic of North Macedonia, Bujar Osmani, who chairs the Organization for Security and Cooperation in Europe (OSCE).
The head of the Ministry of Foreign Affairs of North Macedonia noted the high interest of the OSCE in strengthening a fruitful dialogue with neutral Turkmenistan, which is pursuing a constructive policy and making a significant contribution to ensuring peace, security and stability in the regional and global dimensions.
The meeting noted the need to implement measures in specific areas, including ensuring the safe and reliable delivery of energy resources to world markets, creating conditions for sustainable economic development, increasing transport potential, protecting the environment, and planning the rational use of water resources.
The parties also emphasized the constructiveness of bilateral relations between Turkmenistan and North Macedonia, expressing interest in deepening cooperation in the political, trade, economic, cultural and humanitarian spheres.
On the same day, President Serdar Berdimuhamedov received the Deputy Chairman of the Government of the Russian Federation, co-chairman of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation from the Russian side, Alexey Overchuk.
The guest expressed deep gratitude to Turkmenistan for the humanitarian aid sent to the Primorsky Territory of the RF, which suffered from a natural disaster.
An exchange of views took place on priority issues of bilateral cooperation in the trade and economic sphere, oil and gas and industrial sectors and other sectors.
On the 10th of October, in honour of the Day of Healthcare Workers and the Medical Industry of the country, a ceremony was held to award President Serdar Berdimuhamedov with the Medal of Turkmenistan «Arkadag» at the Presidential Palace Complex «Oguzhan».
The celebration was attended by the Chairwoman of the Mejlis, deputy chairmen of the Cabinet of Ministers, as well as heads of military and law enforcement agencies.
As noted in the relevant Resolution of the Mejlis of Turkmenistan, the head of state was awarded this high award for providing legal guarantees for the protection and legitimate interests of the people, implementing a set of organizational, legal and economic measures aimed at adapting to society children in need of special care and social support, special merits in the development of charitable activities, implementation of the principles of humanism, justice and mutual assistance in the country, constant support of the activities of the Charitable Foundation to provide assistance to children in need of care named after Gurbanguly Berdimuhamedov.
Accepting the award, the head of state noted that he considers this an assessment of charitable activities based on national traditions.
On the 11th of October, President Serdar Berdimuhamedov received the Minister of Foreign Affairs of the Republic of Türkiye Hakan Fidan.
During the meeting, a wide range of issues of mutual interest were discussed, including prospects for trade, economic, investment, transport, communications, cultural, humanitarian and other types of cooperation between the two countries.
The head of state expressed confidence that the upcoming official visit to Türkiye will open new pages in the further development of bilateral cooperation.
On the same day, a meeting was held at the country’s foreign ministry with the Minister of Foreign Affairs of the Republic of Türkiye, Hakan Fidan, at which issues of developing partnerships in the political, economic, cultural, humanitarian spheres and other areas were discussed.
As a result of the meeting, a Cooperation Program between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Republic of Türkiye for 2024–2025 was signed.
On the 9th of October, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, on behalf of the President of Turkmenistan, made a working tour of the capital, getting acquainted with the projects planned for the construction of facilities for various purposes.
At the International Scientific and Clinical Centre of Physiology, the construction of which is currently in full swing, master plans for the second stage of construction of the city of Arkadag, as well as the Dental Centre, which is planned to be built along Gorogly Street, and the International Centre for Pediatrics, were presented.
It is also planned to modernize the Ahal-Teke equestrian complex of the President of Turkmenistan and construct a modern power plant with a capacity of 1,574 megawatts in the Balkan velayat.
During the review of the presented projects, Hero-Arkadag was told the good news that the Islamic Development Bank, one of the most prestigious financial institutions in the world, had received proposals to finance the construction of international-level cancer centers, which are planned to be built in Mary, Balkan and Lebap velayats .
The National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov also met with Turkish businessman Ahmet Chalyk, discussing with the head of the «Çalik Holding» group of companies the state of work carried out jointly with Turkish partners and promising areas of interaction.
On the 13th of October, with the participation of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, sadaqah was given on the occasion of the start of construction in accordance with the Resolution of President Serdar Berdimuhamedov of the second stage of the city of Arkadag, commemoration of the victims of the Ashgabat earthquake of 1948, heroes who fell on the battlefields of all wars, and also in memory of those killed during the recent natural disaster in Afghanistan.
Last week, the Mejlis of Turkmenistan accepted credentials from the Ambassador Extraordinary and Plenipotentiary of Canada to Turkmenistan Alan Hamson and the Ambassador Extraordinary and Plenipotentiary of the People's Republic of Bangladesh to Turkmenistan M. Amanul Haque.
The diplomats were informed about the main directions of the internal policy and foreign policy pursued by independent neutral Turkmenistan, focused on broad mutually beneficial partnership with interested countries of the world.
The International Exhibition «Healthcare, Education and Sports in the Revival Era of a New Epoch of a Powerful State» and a scientific conference held in Ashgabat were timed to coincide with the Day of Healthcare and Medical Industry Workers, widely celebrated in our country on the 10th of October.
As part of the exhibition, as well as at the State Medical University of Turkmenistan named after Myrat Garryyev, a presentation of the new, XV volume of the fundamental work of Academician of the Academy of Sciences of Turkmenistan, Doctor of Medical Sciences, Professor Gurbanguly Berdimuhamedov «Medicinal Plants of Turkmenistan» took place.
On the occasion of the professional holiday of healthcare and medical industry workers, on behalf of the head of Turkmenistan, more than 60 «Toyota Camry» cars were donated to medical institutions of the capital and velayats.
In accordance with the Decrees and on behalf of President Serdar Berdimuhamedov, a solemn ceremony was held at the Chamber of Commerce and Industry of the country to award the medal of Turkmenistan «Arkadag» to distinguished workers of the healthcare system and medical industry, as well as persons who have made a significant contribution to the development of the healthcare sector, humanitarian and charitable work, volunteer movement, merits in state and public activities.
In addition, on behalf of the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Hero-Arkadag, all recipients of the Turkmenistan «Arkadag» medal were solemnly presented with a special gift, marked with the symbols of the Charitable Foundation for Assistance to Children in Need of Care named after Gurbanguly Berdimuhamedov.
The international scientific conference «The legacy of universal significance of the outstanding thinker and healer of the East Abu Ali ibn Sina» was held in a hybrid format at the State Medical University of Turkmenistan named after Myrat Garryyev.
Particular emphasis in the speeches was placed on the learning process at a medical university, the preparation of comprehensively developed specialists who fully possess professional and cultural competencies.
The V Vienna Ball and the concert of the Turkmen-Austrian Symphony Orchestra «Galkynyş», held for the first time in the new city of Arkadag, brought bright colours to the rich palette of the cultural life of the country.
The city of Arkadag also became the venue for the International Film Festival «Dawn of Arkadag». A creative forum held in our country for the first time, bringing together filmmakers from Central Asian countries, will become a new link in the enrichment of cultural and humanitarian ties, which are an integral and important component of regional cooperation.
In this way, the events of the past week serve as clear evidence of the effectiveness of the constructive strategy implemented by President Serdar Berdimuhamedov, aimed at further increasing the economic power of the Fatherland, strengthening the culture of peace and trust in the regional and global dimensions, and ensuring a prosperous life for the people.
